

Prior to the introduction of Street Manager, Itertek were contracted to HS2 to provide an EToN notifications service for any of the HS2 contractors. This meant that the individual contractors didn't need their own EToN system though they could choose to do it in their own system if they already owned one. In addition, Itertek have submitted section 85 diversionary works notifications on behalf of HS2 for all road crossings along the route for phase 1 and 2a of the scheme.
Even though HS2 has a legislative dis-application of TMA permit schemes under the High Speed Rail (London - West Midlands) Act 2017, there is still a requirement to either notify or consult the highway authorities along the route. This leads to a complex situation where even though a permit may not be required, within the EToN technical specification permit schemes are applied at street level without dis-applications for individual organisations. Under EToN, 'facsimile' permits were submitted which act as notifications but using the permit mechanism. DfT Street Manager has enhancements to allow this flexibility.
